Our good friends at gimpusers.com provided us some really good news. Below is the excerpt.
Long time, no news for the GIMP. Maybe the so called calm before the storm. The release of the next stable version (GIMP 2.4) is planned for October 24th. The date is not yet officially announced but the developers have discussed this recently in the GIMP IRC chat. Also the date – the 24th – would fit with the release version. We’ll keep you up-to-date!

Worry no more!!!
You can test the bleeding edge features of GIMP 2.4 in a Release Candidate 2. DEB Packages for Ubuntu will be installed without having to worry of dependencies so you will be able to make a very clean install and have a peace of mind.
Thanks for redforce for providing the deb packages. You may be able to download the 32-bit and 64-bit deb packages of GIMP 2.4 RC2 @ http://www.gimpusers.com/gimp-download.php. Enjoy!
Note: After installing, you can run the program at /opt/gimp-2.4/bin/gimp-2.4

I got an email newsletter from GIMPUSER.COM and you know what was it all about? It’s the much awaited GIMP 2.4 already had a first release candidate available for downloads with all the features present on GIMP 2.4 schedule for final release about some weeks now.
These changes from 2.3.19 to 2.4.rc1
- further improvement to the Print plug-in
- completed the color management functionality for 2.4
- store JPEG setting with the image and use them when again as JPEG file
- further improved the rectangle tools, in particular handling of the fixed aspect ratio
- added color profile selector widget
- further improved the display quality for zoomed-out views
